Policy adheres to local and international security standards and all relevant
Philippine laws. The policy promotes the use of cloud computing solutions as a

<p class="MsoNormal"> During the 1st Philippine CTO Summit: Cloud 4.0 dubbed
โMoving from Public Clouds to In-Country Cloudsโ held on Thursday, April 27 in
Makati City, Maria Victoria Castro, Director IV, National ICT Planning, Policy
and Standards Bureau, DICT, stated, โAll data created, collected, organized,
modified, retrieved, used, consolidated, sourced from, or owned by the
Philippine government, including all its agencies and instrumentalities, or by
any national of the Philippines or any entity that has links to the
Philippines, which are in the cloud, regardless of location, shall be governed
by Philippine laws, policies, rules, and regulations.โ</p><p class="MsoNormal"><o:p></o:p></p>
<p class="MsoNormal"> Castro further added that the government's Cloud First
Policy covers all executive departments, bureaus, offices, agencies,
instrumentalities of the national government, including GOCCs and subsidiaries,
SUCs, and LGUs. She also emphasized that Congress, judiciary, constitutional
commissions, and the Office of the Ombudsman are encouraged to adopt the Cloud
First Policy.</p><p class="MsoNormal"><o:p></o:p></p>
<p class="MsoNormal"> The Philippine government, its agencies, and
instrumentalities retain full control and ownership over their data, according
to the DICT Circular. No transfer, storage, or processing of government data in
cloud infrastructure is permitted unless made in accordance with the provisions
of the Circular and other relevant laws, policies, rules, regulations, and

<p class="MsoNormal"> Robert Jenkin, co-founder and CEO of Cloud Sigma, a cloud

Unfortunately, our educational attainment when it comes to mathematics and the sciences, we do not do very well as compared to other countries. Thatโs why our new administration, especially the DepEd, would have to put more stress on the so-called STEM, because thatโs what we really need right now,โ the incoming president said partly in Filipino.<br /><br />The Philippinesโ Grade 4 students scored the lowest among 58 countries that participated in the 2019 Trends in International Mathematics and Science Study (TIMSS), results of which were released in December 2020.<br /><br />Filipino students scored an average of 297 in Math and 249 in Science, way below the low international benchmark of 400.<br /><br />In contrast, Singapore, which obtained the highest average in both Grade 4 assessments, scored 625 in Math and 595 in Science.<br /><br />Marcos said the Philippines has lagged behind neighboring countries in this regard, but stressed: โI think that as long as we continue to push it (STEM education), the Filipino youths can catch up.โ<br /><br />Improving the quality of education, especially in math and science, is all the more important as the Filipino youth needs to keep up with the fast advancements in technology.<br /><br />โOur economy right now is very largely technical based โ based on science, based on new technical innovations. Thatโs why we have to learn the technologies, how to improve them, and how to apply them here in the Philippines. We need the talent,โ Marcos said.<br /><br />โThat is one of the major areas that our DepEd is going to be looking at and how to strengthen the instructions for our children and students,โ he added.<br /><br />Duterte-Carpio had earlier accepted the nomination to be the next DepEd secretary and said that she will soon be consulting Marcos on would priorities in terms of basic education.<br /><br />DOST scholarships for nuclear science, engineering<br /><br />In a related development, the Department of Science and Technology (DOST) will provide scholarships to Filipinos who want to pursue nuclear science and engineering studies in universities abroad as it races to develop a pool of nuclear engineers for a potential nuclear energy industry in the country.<br /><br />DOST-Philippine Nuclear Research Institute (PNRI) director Carlo Arcilla said the DOST Science Education Institute (SEI) has assured him of up to 20 scholarship slots for nuclear engineering students who can be supported to pursue overseas studies.<br /><br />Arcilla, in a presentation at a nuclear energy forum spearheaded by the National Academy of Science and Technology (NAST) last week, said the DOST and PNRI saw the need for a rapid expansion of the depleted nuclear human resource base of the Philippines.<br /><br />He said the government, during the time of the 20-year regime of Marcos Jr.โs father, built a pool of at least 80 nuclear scientists and engineers for the construction, operation and regulation of the controversial now-mothballed Bataan Nuclear Power Plant (BNPP).<br /><br />โUP (University of the Philippines) had a nuclear engineering masters program. It was canceled by that (decision by the successor of Marcos Sr., the late president Cory Aquino),โ Arcilla noted.<br /><br />โThey (SEI) will give me scholarships โ up to 20 โ if you get accepted to any good nuclear engineering school, anywhere on earth. We will get you the money to study there,โ he said, adding that an applicant only needs to show acceptance by an engineering school abroad.<br /><br />NAST president Rhodora Azanza said that in the Pagtanaw 2050 Science, Technology and Innovation (STI) Foresight program for the Philippines, the academy had expressed its support of the inclusion of nuclear energy in the countryโs energy mix.<br /><br />Azanza, in her address at the NAST-organized nuclear energy forum on Sunday, June 5, noted that the NAST had issued a policy statement back in 2019 that supported the initiative.<br /><br />โEarlier, the NAST through the DOST provided some recommendations related to the issue, including the thorough assessment of the non-functional Bataan Nuclear Power Plant,โ she said.<br /><br />Arcilla reiterated the DOSTโs commitment and intensified efforts at preparing the human resource and other technical advisory expertise required to lay down a nuclear power ecosystem in the country, including the possible rehabilitation and commissioning of the BNPP.<br /><br />In recent statements, Marcos expressed openness to tapping nuclear energy and the commissioning of the BNPP and revealed his discussion on the matter of assessing the facility with the South Korean ambassador.<br /><br />Last February, President Duterte signed Executive Order 164 to assess the possibility of including nuclear power in the countryโs energy mix, recognizing it as โa reliable, cost-competitive, and environment-friendly source of energy.โ<br /><br />Strategic foresight<br /><br />In the foresight document it crafted, the NAST urged the Philippines to look to the sea and to outer space to stir up opportunities for sustainable development and productivity taking advantage of the countryโs natural as well as human resources, setting a goal for the country to become a great maritime archipelagic nation.<br /><br />In their 30-year Science, Technology and Innovation Foresight or Pagtanaw 2050 Roadmap for the Philippines, the NAST said that the country should develop its โBlue Economyโ or the array of industries that can be nurtured and developed from the countryโs rich marine resources spanning vast fisheries and other aquatic resources, as well as jumpstart maritime transportation to speed up commerce and inter-island transport of goods and people.<br /><br />โThe โblue economyโ approach is imperative in the Philippines, an archipelagic country with territorial seas that are twice the size of its total land area. Scientific and technological innovations are expected to play a crucial role in the preparation and implementation of a comprehensive action plan for a National Coast and Ocean Strategy,โ an executive summary of the Pagtanaw 2050 said.<br /><br />โSpace-based technologies have important applications in communications, weather forecasting, disaster management, natural resources and land use management, and in monitoring the environment. My friends, who once could not start their days without the touch and feel of a freshly delivered newspaper, have now been compelled to read the digital version. Via apps, or simply through news websites, they have had to adapt to a changed world. To the well-known aphorism, โold habits die hard,โ maybe itโs time to add, โbut with time and effort they do.<br /><br />In the same vein, I think one of the changes after COVID-19 will be how organizations work with paper. Paperless has been the holy grail of automation and digitization for a long time now, with only limited success. But now, the time has come for this trendโs spread to experience a major acceleration, and maybe even reach the tipping point.<br /><br />In anticipation of this great shift, I will try and find an answer to the question: โHow can businesses go paperless?โ<br /><br />To begin answering this question, we must first ask ourselves why a vast majority of businesses still use paper โ why, that is, despite scanning and DMS technologies having been available for a long time, there is still a primal dependency on paper. In exploring these issues, we can also try to understand how the tide is turning, especially in the wake of COVID-19. These reasons are:<br /><br />1. Mindset โ As per the late 2018 โPaperless Survey,โ 44% of employees still use paper despite having access to paperless options. This is a prime example of a hard-to-kill habit, where the times may be changing, but arenโt changing fast enough. A disruption like COVID-19 is expected to accelerate that change dramatically. The need to increase distance, not just between people, but also from objects that pass through multiple hands, is very real today. There may even be a natural shift towards avoiding contact with paper unless absolutely necessary.<br /><br />2. Regulation โ The preparation and retention of regulatory documents is a major contributor towards keeping these documents in physical forms. Comments, annotations and signed copies are still required in paper for a lot of regulatory processes and legal compliances. Over time, however, a lot of filing and documentation is becoming electronic, and e-signatures are gaining acceptance in the business world. We can expect a major reduction in paper requirements for regulatory purposes in the coming days. Presentation, retention and legal acceptance of digital documents with e-signatures will move the needle significantly towards using less paper.<br /><br />3. Ecosystem โ Most companies use digital collaboration technologies for internal communication and document needs. However, when they look at their extended business networks, they still face a lot of paper usage. The trail of paper flows between them, their partners, suppliers and customers. This creates a problem of maintaining two different systems for managing the process flow of work: the digital one to drive productivity which is used inside the enterprise, and the physical one for ecosystem usage. This setup will also change; a shift to cloud-based content management and process automation technologies will provide great omnichannel experience. There are also industry-specific trade exchanges and platforms which will accelerate this change. End-to-end ecosystems are going to be digitized, with all participating parties contributing and consuming documents in the digital form. The post-COVID-19 business environment is going to act as a trigger to make this change, and we expect most companies taking initiatives to work out a roadmap of slowly phasing out physical document exchange in the ecosystem.<br /><br />4. Lack of Technology Adoption โ Companies have implemented different generations of digital technologies that do not have the ability to cover todayโs end-to-end processes. They cannot manage the entire process of capturing unstructured documents, creating seamless workflows and driving automation to reduce human steps accurately. This, in effect, fails to create a seamless omnichannel experience for all stakeholders. With most customers, the process is distributed across technology stacks and has been implemented in different times with different goals in mind. The experience isnโt smooth, and paper still stays in between the processes.<br /><br />This is going to change, and fast. Digital automation platforms are needed to provide the required technology capabilities to make this change with speed and flexibility. The unifications of services needed to make this transition should all be pre-integrated in the platform, to help customers move their paper-based processes to rich digital experiences at half the time and cost.<br /><br />Industry has always been trying to reduce paper and drive digitization to increase productivity and collaboration. Paper has always been bulky, space-consuming and has limited the number of simultaneous users to one. The Department of Science and Technology Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD) is spearheading the development and construction of a hybrid trimaran that will be the first in the Philippines.<br />

Together with the Aklan State University (ASU), the Maritime Industry Authority (MARINA), and Metallica Shipyard, the construction of this first of its kind transport in the Philippines recently commenced.<br />

The hybrid trimaran is designed to generate energy by using sea waves via its outriggers. This will augment its electrical supply.<br />

The cost of the project of Php76 million was funded by the DOST and it is designed to carry 150 passengers, 4 vans and 15 motorcycles. The hybrid trimaran would be a welcome development for the country since it is an archipelago and inter-island transport is one of the backbones of its transport infrastructure.<br />

The Telecommuting Act known as Republic Act 11165 was recently signed into law by President Rodrigo Duterte. This means that there will be an increase in โwork-from-homeโ or people working from other alternative places aside from their regular offices.<br />

The Department of Information and Communications Technology (DICT) has been strongly advocating the work-from-home systems so that it will help in alleviating traffic which has only continued to worsen in the past few years.<br />

The economic losses according to the Japan International Cooperation Agency (JICA) was at Php3.5 billion. A work-from-home system would dramatically cut down traffic lessening the economic losses.<br />

The continued march of technology affects technology itself and technology industry sectors. It has been noted for some time that many internet cafรฉs have already closed down and this is not only true in malls. In each town or locality, the once ubiquitous internet cafes have declined significantly in number.<br />

This has been brought about by the surge of new technology and the upgrading of existing technology.<br />

The internet cafรฉ industry started in the early 2000s and have grown geometrically for the next half-decade. <br />

Case in point is Netopia. Netopia was one of the early exponents of internet cafes in the country. At its peak in 2006, Netopia had 180 branches nationwide and they are not only found in malls or commercial centers. They were also present along the main roads of many cities and towns.<br />

This was brought about by the change in work habits and work demands. It replaced the traditional office where internet, computers, and printers were available. Another source of Filipino Pride is the current head of the Advanced Engineering Development Branch of Kennedy Space Center (KSC) which is one of the sites of the National Aeronautics and Space Administration (NASA) in the US.<br />

Josephine Santiago-Bond belongs to a select group of women in NASA that is a traditionally male-dominated agency as per its history and she is a Filipina.<br />
<br />
It has come full circle for Josephine who was born in the US during the time when her parents were conducting their Ph.D. studies. They eventually returned to the Philippines when Josephine was still an infant.<br />
<br />
She related that the first defining moment for her was when she left her family at age 12 when she was accepted as a scholar at the Philippine Science High School (PSHS). According to her, it sharpened her skills in science and mathematics since the curriculum was heavy on said subjects. As per her contract for her scholarship, she had to take up either science, mathematics or engineering courses.<br />
<br />
Although urged on by her family to take up a science course, Santiago-Bond took up Electronic Engineering at the University of the Philippines, Diliman campus. The course was also composed of predominantly male students. But her perseverance prevailed and she was able to obtain a degree in the said course.<br />
<br />
Another crossroads was arrived at when she had to choose between her dream job at a telecommunications company or pursue further studies.<br />
<br />
Having come from a family of doctors and scientists, she told that they helped her in making a decision. When she went to the US, her intention was to work for technology companies but there was a downturn in the demand for such workers then early in the 2000s. But she eventually first worked at Daktronics, Inc. as an engineer that designed scoreboards.<br />
<br />
Her place of work proved crucial since it was only 2 miles from South Dakota State University (SDSU) where she eventually attended post-graduate studies. With the intention of defraying part of her tuition, she took up a job as a teaching assistant and then as a research assistant for NASAโs Space Grant Consortium.<br />
<br />
This further opened up an opportunity of spending one summer at the KSC by performing experiments for SDSU which was available only at KSC. After that, she applied and was accepted at the cooperative internship and after graduation from SDSU was hired by NASA to be an electronics engineer at KSC.<br />
<br />
KSC being in Florida also made Josephine comfortable with her place of work since it was very similar to the Philippines with its beaches and palm trees.<br />
<br />
Josephine disclosed that she contributed to the design of new technologies, space shuttle ground operations systems, Constellation subsystems design, and even the RESOLVE lunar mission.<br />
<br />
โI have experienced first-hand how an impressionable child can grow to love science and engineering by simply being exposed to it. I believe that encouragement to pursue these careers from family and other institutions go a long way, and so does awareness of oneโs capabilities and potential,โ she said.<br />
<br />
โI am the youngest child in a family of doctors, where being a contributing member of society is mandatory,โ Josephine added.<br />
<br />
It has been a long way for Josephine but the journey has far more to go for this Filipina.<br />

The Cebu City Public Library (CCPL) is now almost 100 years old. First opened on April 13, 1919, as one of the branches of the then National Library and Museum which is now the National Library of the Philippines, the CCPL is now the only library in the country that operates 24 hours and 7 days a week.<br />
<br />
The need for a 24/7 library has been validated by the increase in the number of those who use it and that number is phenomenal. As of the end of 2018, the usage has increased by 286%! CCPL started with lengthening its operating hours from 8:00 a.m. to 12:00 p.m. from its previous operating hours of until 5:00 p.m. only.<br />
<br />
The response was more than what was expected. The clamor reached the Cebu City government wherein students appreciated the extended operating hours but asked that it be further operated on a 24-hour basis, 7 days a week. The students were even offering to pay a minimum rate for the use of the city library.<br />
<br />
The Cebu City local government were surprised that such a service was important for its citizens, particularly the students. The students said that instead of staying at fast-food burger joints that operate 24/7, they would rather have a library where they can study and finish research requirements.<br />
<br />
In this regard, the Cebu City local government responded by establishing the city libraryโs operations 24/7 for free. Lighting, air conditioning, free carrier-grade WiFi from Smart, security, and staff were also provided in the service. <br />
<br />
The CCPL has noted the increase of the library usage and is happy to have their project validated by the citizens.<br />
<br />
This is something that can be replicated in many local government units as part of its service to its citizens, specifically the youth. Students are given priority and this is a place where the youth can develop and harness its talents in a safe, comfortable environment.<br />
<br />
And yes, coffee is allowed inside the library.<br />

Key stakeholders get together to support entrepreneurial spirit.<br />

DTI and ADB shared insights on how government, academe, and industry can help foster growth in the startup ecosystem during the 1st VIA Summit.<br />

KMC, in partnership with Impact Hub Manila (IHM), brought together key stakeholders each sharing the same entrepreneurial spirits at the 1st ever VIA Summit held last 28 November 2018 at the Green Sun Hotel, Makati City.<br />
<br />
โThis summit brings together the best and brightest minds in the startup ecosystem. Throughout the summit, there will be many opportunities for developing relationships with key players who share a common vision of growth and economic sustainability,โ said Gregory Kittelson, Chairman and Co-Founder of KMC.<br />

The speakers present for VIA handled different aspects that are vital for the growth and sustainability of the local business scene.<br />

Partnerships and Collaboration<br />
<br />
VIA Partnerships discussed the respective roles of the government, academe, and industry network in fostering growth for the local startup ecosystem. The panel was moderated by Atty. Kristine F. Alcantara from Abad Alcantara & Associates, with panelists Assistant Secretary Rafaelita M. Aldaba from the Department of Trade and Industry (DTI), Dentsu Aegis Network Philippinesโ Country CEO, Donald Lim, and Chris Morris, Head of NGO and Civil Society Center of the Asian Development Bank.<br />

Another segment focused on the positive effects of inclusion and teamwork. Called โVIA Collaboration,โ this discussion was led by industry experts and ingenious startup owners. Ces Rondario, Co-Founder and CEO of Impact Hub Manila joined Gregory Kittelson, Chairman and Co-Founder of KMC, for the panel discussion. Space for Ingenious batch one winner, Alexis Lingad of Cryptors Cybersecurity was also part of the panel.<br />

300 startups and growing<br />
<br />
According to the 2017 Philippine Startup Survey, there are now more than 300 startups in the country, most of which were founded between 2012 and 2017. Continuing changes in technology and innovation have also contributed to the growth of startups. โWe firmly believe in the Filipino entrepreneurial spirit. โAll startups have a dream they want to pursue. That dream is their starting point. They face many sacrifices, risks, and challenges. Through the VIA Startup summit, we seek to be their partners in the pursuit of their dreams,โ says Ces Rondario.<br />

According to Kittelson, KMC wants to provide startups and entrepreneurs the avenue to establish relationships, develop connections, and engage in programs that will help grow and sustain their endeavors. He says there are (6 from the first batch of the SFI program) startups spread around the 19 locations of KMC endeavored together with their partner, Impact Hub Manila.<br />

The VIA Startup Summit also serves to recognize the valuable contributions of startups to the local economy. โMany startups have ventured into mobile, e-commerce, and fintech. This is proof that the Philippine startup ecosystem is growing rapidly with more and more young professionals starting their own ventures. Matthew Barrie is one of our young CEOs and his company has just won an International Smart City competition called AcceliCITY against 600 startups from 40 countries,โ says Riccardo Corsini, KMCโs Vice President for marketing.<br />

In partnership with Impact Hub Manila (IHM), KMC undertook a program entitled โSpace for Ingenious Programโ which helps bring an idea from conception to reality through mentorship from industry experts, spaces conducive to productivity and idea incubation, and access to a vast network of connections and potential investors. The six-month program began last May 2018 and has incubated six startups that were among the first batch of applicants for the program. One startup is Pushkart PH, an online grocery application that basically does the shopping for you. Founder Josh Aragon, 29, lauds the mentorship of the program, โHaving mentors dive into your business model, dissect all of the issues, and create a solution for you is really a valuable takeaway from the program. They also give you the connections you need for your business to take off.โ<br />

Diwata-2 was launched last October 29, 2018, and deployed directly by the rocket launched from Japan. This is the second Cub-Sat by the country coming after Diwata-1 which was launched last 2016.<br />
<br />
Diwata-2 has a higher orbital track which gives it a longer-service life in space. It recently captured and transmitted pictures of the Philippines notably Kalinga and Aurora provinces. <br />
<br />
โDiwata-2 has successfully captured images, less than a month after its launch,โ said the program in a blogpost. โThese images are part of the initial tests and calibration phase of Diwata-2โs cameras.โ<br />
<br />
Snapshots of fields in Kalinga and a portion of Aurora province were taken and transmitted.<br />
<br />
Diwata-2 was built by Filipino space engineers in Japan, was launched from the Tanegashima Space Center.<br />
<br />
Images of coasts captured through Diwata-2โs cameras can be used to assess coastal conditions which are key indicators for water quality, ecological health and resource management.<br />
<br />
These MicroSats conduct surveys on agriculture, environment, national defense, disaster risk reduction and management and even land use and assessment. Their developmental contribution goes beyond mere technical and engineering aspects since planning and decision-making on important environmental and economic factors can be obtained by the information they send.<br />
<br />
The major features that distinguish Diwata-2 from its predecessor include deployable solar panels for increased power generation output and an enhanced resolution camera which increases the resolution of images taken by SMI. <br />
<br />
Also, Diwata-2 feature two locally made experimental modules: an amateur radio unit for emergency communications and a satellite orientation module for increased pointing accuracy and future satellite development initiatives.<br />

The Department of Information and Communications Technology (DICT) will announce its semi-finalists in the Philippine Startup Challenge 5 (PSC5) this coming December 21, 2018.<br />
<br />
These semi-finalists will receive mentoring and the Top 5 will be announced on March 2018.<br />
<br />
The 5th Edition of DICTโs Philippine Startup Competition got a financial boost from the Department of Science and Technologyโs Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD), an institution mandated to provide financial assistance aimed at nurturing tech-based startups to contribute to the industrial development of the Philippines.<br />
<br />
โWe at the DICT are very pleased with our partnership with DOST. It will provide opportunities to our student-teams to develop prototypes of their ideas. We hope that this initiative will encourage more college students to create applications and products and join the next PSC,โ said Ms. Emmy Lou V. Delfin, OIC Division Chief of the DICT-IIDB.<br />

โThe PSC is aligned with our initiative of supporting young innovators. We are happy to offer support and partner with the DICT, our innovation ecosystem partners โ including our network of University-based DOST Technology Business Incubators (TBIs) -to ensure that the winning student-teams will not only receive inputs and deserving awards in this endeavor but also enable them to move a step further and create prototypes and tangible outputs from their winning ideas,โ Ms. Russell Pili, Chief of the Research Information and Technology Transfer Division of the DOST-PCIEERD said.<br />

The PSC has expanded to include participants and schools from the regions outside Metro Manila and have annually expanded the number of participants.<br />

This year, the 10 teams in the will advance to the next stage on March 2019 and the top 5 teams will be the participants in the Finals on April 2019. These then will receive their funding for their prototypes.<br />

A China-based company plans to hire 100,000 English Language on-line teachers from the Philippines in the next 5 years.<br />

51Talk founder and CEO Jack Huang recently signed a memorandum of agreement (MoA) with the Department of Information and Communications Technology (DICT) that will ensure stable internet connectivity for these services.<br />
<br />
โWe hope that internet connectivity in the Philippines can be further improved in the future,โ Huang said.<br />

Jack Huang also pointed out that Filipino English instructors have neutral accents that puts a premium on their services. He also noted that the Philippines and China have the same time-zones that enable them to have advantageous working schedules.<br />
